do we also need to make the option names lower case when we register them? We have only used
lower case so far, but we should probably either complain when we try to register something
with capitalization or just automatically lowercase everything.

In other parts of drill we have the idea that we are 'case-preserving but case-insensitive'
to allow for pushdown into case-sensitive systems like Hbase.

I don't think this property has any reason to need to be held for the option values, maybe
you should just throw something on the dev list to ask about it quickly
