The packages are always built if you run {{mvn clean install}}.

However, the build can still succeed if the build machine had a cached version of interpreter
jar in the local maven repository. Probably, that was the reason why it did not fail for you.
I also found that an orphan test case is left in the interpreter module and I have created
DRILL-2499 to fix that.
