I don't think this should dropped ("resolved") at least until {{INSTALL.md}} tells readers
whatever bits they need to know to avoid running into this problem. 

Especially, note that while _this_ case of building the (partial) assembly requires _doing_
a separate Maven clean operation, the case of running {{mvn test}} requires doing {{mvn install}}
before and *not* doing a intervening Maven clean operation (because of some dependency between
things that isn't yet captured in the Maven project configuration).  

I don't mean that {{INSTALL.md}} needs to explain much about what's going on, just that it
should point out a few dependencies that developers (anyone building Drill) need to know.
 These seem to include:
- building the assembly with skipping requires cleaning first
- running {{mvn test}} requires having previously run {{mvn ... install}} (without cleaning)
(for certain (sub)projects )
- running {{mvn test}} on a Debian-based Linux system is likely to require adjusting {{/etc/hosts}}
