The copyFromSafe method in variable length vectors checks the capacity of the offset vector,
and if there is not sufficient space, it returns false. This is a problem, because by not
calling setSafe on the offset vector, the offset vector capacity will never increase.

The solution is to call setSafe on the offset vector.
