Could a patch like this be added? This is the second time I ran into this same problem (spread
out far enough that I forgot the symptoms and solution) and it would be easier to figure out
what was going on if the error was logged on the server. 

The inability to create tmp files could also be logged as an error on startup. 

On windows I end up adding 
wrapper.java.additional.6=-Djava.io.tmpdir="%INSTANCE_DIRECTORY%/tmp"
to wrapper-instance.conf and creating the tmp folder in the instance folder.
