Howard is right. The error has already been submitted in RFC 4519
(http://www.rfc-editor.org/errata_search.php?rfc=4519), and rejected.

We have to fix the SchemaManager parser to deal with ATs seen more than
once in MAY or MUST. That's probably worth a JIRA.
