Emmanuel Lecharny resolved DIRSERVER-1571.

    Resolution: Won't Fix

The addPartition() method is useless. Partitions are associated with a DirectoryService, and
thus will be created anyway.

The method has been removed in http://svn.apache.org/viewvc?rev=1133849&view=rev
