Old releases should be deleted from dist directory structure

The dist directory structure has a lot of old releases. These should be deleted; if users
want them they will be available from the archive server.

At present the extra releases are confusing (and use unecessary space on mirrors).

For example:

http://www.apache.org/dist/directory/studio/stable/

has directories for:

 0.8.1/                  19-Jul-2007 12:44    -   
 1.0.0/                  04-Sep-2007 08:14    -   
 1.0.1/                  18-Sep-2007 13:33    -   
 1.1.0/                  04-Apr-2008 11:43    -   
 1.1.0_RC/               19-Feb-2008 08:14    -   
 1.1.0_RC2/              03-Mar-2008 21:09    -   

Only 1.1.0 is current; the others should be deleted.
In particular, the RC and RC2 directories are confusing, because they appear after 1.1.0.

The same considerations apply to all the product subdirectories.

There are also several KEYS files in the structure; it would be simpler to have a single KEYS
file at the top-level:
