After getting Alex to explain how some of this works a bit on IRC I believe I understand that the server won't work without the AnonymousAuthenticator. So for now I'm going to put the allowAnonymousAccess flag in the AuthenticationService and it's going to enforce that an AnonymousAuthenticator is always installed.
