David Jencks reopened DIRSERVER-1023:
-------------------------------------

I'm reopening this issue until I can move the list of Interceptors out of ServerStartupConfiguration
into InterceptorChain (or possibly a better place to be determined later).

> [Mutable]InterceptorConfiguration serves only to blur the boundary between whatever container
system apacheds is using and the actual components. It's also easy to remove, resulting
in clearer code and less chance to accidentally have 2 of the same interceptor in a chain.
