The deal is that you'll be able to use AES with 128-bit keys without
restriction. To use the stronger export-controlled 256-bit keys,
you'll have to install the "unlimited strength" policy for the JRE,
available from Sun. In other words, we pass the export-control issue
along to the JRE.
