I just tried to change the admin password in version 0.9.3, and it worked
as expected.

Source of my test: ftp.apache.org/directory/apacheds/unstable/0.9/0.9.3/
Environment:
Windows XP SP2
Sun JDK 1.5.0_01-b08

This is what I did:

1. Download and extract apacheds-0.9.3.zip
2. Use server.xml from apacheds-0.9.3-src.zip unchanged
3. Start the server:
java -jar apacheds-main-0.9.3.jar server.xml
4. Connect to ApacheDS with DN "uid=admin,ou=system" password "secret" with
my favorite LDAP Tool
5. Change userPassword attribute of entry "uid=admin,ou=system" to value
"geheim" with this tool
6. Close LDAP Tool, stop server
7. Modify server.xml
<prop key="java.naming.security.credentials">geheim</prop>
8. Start the server again
java -jar apacheds-main-0.9.3.jar server.xml
9. Connect to ApacheDS with DN "uid=admin,ou=system" password "geheim" with
my favorite LDAP Tool

It works just fine. Do you use another version than 0.9.3?
