Correct. There would in fact not be any chain before a session is 
created. The IoAcceptor/Connector doesn't have a filter chain anymore 
and there are no per-port chains. Instead these are simple lists of name 
to filter mappings. When a new session is created a new IoFilterChain 
instance will be created which is populated with the filters shared by 
all ports and the per-port filters. This chain will be completely 
dedicated to that session alone.
