Ok I figured it out.  Looks like the LDIF blows up because there is no 
credential info.  BTW the second start does not blow a stack trace 
because the database has already been created.  If you try blowing away 
the database the exception will appear everytime.  This exception only 
occurs when the principal is not provided. 

Seems like I need to set the anonymous user principal when anon bind is 
in effect.  That should get rid of this problem.  I'll give you a heads 
up when this is done.
