I like it, and I like what you've done wrt ou=users,ou=system.

However, in point #3: why do you say, "Any user entry"? Do you mean vs 
admin/super-user entry? Or do you mean vs organizationalUnit (which also has 
a userpassword)? Or did you really mean an ou explicitly called "users"?

Shouldn't it be "Any entry with a userPassword attribute is protected" ?
