upon startup, if there is no file specified, we will look to the system
partition, under ou=kerberos,ou=system, where we will find a subtree containing the system
configuration and configuration for the realms that this KDC is authoritative for.  This subtree
will be the backing store for a custom Preferences implementation that is then constructor-injected
into the KDC for use during regular operation.
