No. JIRA notifications should work. Unless they are being blocked by
SpamAssassin, or the Precedence: bulk bug has crept back into JIRA. I saw a
JIRA notification in another project on June 28th.

Have we turned off Jira notifications? I am not receiving tasks update
anymore. Is it because we decided it caused to much traffic or is it
broken? I find it a good way to keep people informed of how things progress.
