Notice that the ASN.1 Filter definition is recursive.  A filter can contain another filter.
 Here's the snippet I'm referring to:

        Filter ::= CHOICE {
                and             [0] SET OF Filter,
                or              [1] SET OF Filter,
                not             [2] Filter,
                equalityMatch   [3] AttributeValueAssertion,
                ... }

What this means is the nesting depth for BER encoded TLV tags is indefinate.  This means our
static patterns for rule registration in the digester don't cut it.  We are going to need
wildcards to register some rules and we need to make sure processing is fast. This also means
that this issue is now dependent on the wild cards JIRA issue which we shall link.
