Currently every new primitive TLV value has memory allocated for it.  Rather than allocate
memory for it which may not be used we should be reusing a ByteBuffer of some initial size.
 When we encounter Values that are too big to fit the buffer then we bump up the buffer's
size to the needed buffer size by just allocating a new buffer.

This is an intermediate solution until we finish adding the disk streaming and referral functionality
for TLV values.
