E.g. here Reza had already forked a small portion of DeviceMap 1.0 Data
about a year ago:
https://github.com/TheWeatherChannel/dClass/tree/master/devicemap

Each XML file itself contains a reference to (incubating) DeviceMap URL and
the License. The whole dClass project itself is under Apache license.
Not sure, if other files like NOTICE or CREDITS were required in this or a
similar case. They exist in other cases, e.g. where TheWeatherChannel did a
full fork of Apache Cassandra.
