Here are the commands to manually install the w3c_ddr_simple jar artifact locally. Unfortunately
there is no good solution (that I can think of) to fix this:

wget http://www.w3.org/TR/DDR-Simple-API/DDRSimpleAPI.jar

mvn install:install-file -Dfile=DDRSimpleAPI.jar -DgroupId=org.w3c.ddr -DartifactId=simple
-Dversion=20081205 -Dpackaging=jar

I just tried at the top of a fresh checkout of
https://svn.apache.org/repos/asf/devicemap/trunk/ revision 1649887
after fixing module lists in poms, revisions 1649886 and 1649887.

The "mvn clean install" build works every time for me, with JDK 1.6,
1.7 and 1.8.
