"WinHTTP" is a complete UA, yes. Here are some more:

OndemandCM Winhttp Download
Mozilla/4.0 (compatible; Win32; WinHttp.WinHttpRequest.5)
WinHttp-Autoproxy-Service/5.1

For Java, can't we introduce some sort of regex: "^Java/[0-9._]+$" (I hope, I have not just
doubled the problems.)
