Please make sure you use the exact doctype
<!DOCTYPE database SYSTEM
"http://db.apache.org/torque/dtd/database_3_2.dtd">

The other alternative is to fail every time an unknown dtd is used. I
consider trying to reach the internet more user-friendly than to fail
completetly.
