I think it's a reasonable assumption that people wants to preserve the time
portion when using TIME or TIMESTAMP. Otherwise they should just use DATE.
And there's really is no harm even if people choose to ignore the time
portion of TIME or TIMESTAMP in there program.

Just my 2 cents.

And sorry for replying like this. Somehow I didn't receive emails from
torque-user, so I dug the archive to find the postings.
