Hi Aldo,

If your DOCTYPE declaration in your schema file is correct then Torque 
should be able to resolve the DTD locally and hence will not need to go 
to the network.

It should be:
<!DOCTYPE database SYSTEM 
"http://db.apache.org/torque/dtd/database_3_1.dtd">
