This can be a pain as I discovered trying to get commits to the cactus plugin done. However, if there is enough of an overlap between the two communities, then there wouldn't be an issue. Also, right now, maven has a lot of churn and having the plugin as part of the maven code would give it more visibility from the maven folks. As maven matures, this benefit should diminish (hopefully!).
