But does the JDO reference implementation license allow use in production?
I would guess that it doesn't, based on the J2EE experience.

There are no features missing. As we currently provide a plugin to the 
JDO reference implementation, The OJB JDO implementation is as complete 
as the SUN JDO reference implementation gets.
