    Description: 
Add methods to PersistenceManager and PersistenceManagerFactory to allow a user to get the
current time and date from the server. Allow the PersistenceManagerFactory to be configured
statically with TimeZone ID in case the information is not available from the server itself.

This will add a method to PersistenceManager java.util.Date getServerDate() and to PersistenceManagerFactory
get/setServerTimeZoneID. The PersistenceManagerFactory methods are needed in case the information
needed to construct the Date are not available via the connection to the server itself.
