This is true if the application set both sides and one of the sides  
was set by the application to null. This is a conflict. But if the  
value was stored as null in the database, and retrieved, and only one  
side was changed by the application, then at flush/commit time the  
relationship would be established.

Is there a specific issue in the TCK?
