Subject NetBeans+Maven not jarring properly

Hi,
 
Running Maven from a command prompt in trunk/api20 results in different
behavior than if run from within NetBeans.  I just did a completely
fresh installation of NetBeans 4.0 (including deleting ~/.netbeans) with
the Maven plug in in order to fix this problem, and it persists.
 
Running Maven in NetBeans, I get the following output:

Note that in the command line run, "jar:jar:" does not appear; instead
the message "Installing snapshot..." does.  This is problematic because
tck20 depends upon jdo2-api-SNAPSHOT.jar, and if I'm building all within
NetBeans, that artifact is not produced.
 
Can anyone tell me why this is happening?
