This statement does work for me (tested on trunk), as does

ij> create table "999" ("393" decimal(3));

Are you sure you are quoting the identifier names correctly, both when 
creating and accessing them?
Also, are you created the tables/columns manually, or are you trying to 
use an import procedure?
