Oracle has been a bit odd wrt time and date vaules, but if you really
need a literal in the statement, you should try teh JDBC escape syntax
which should be accepted by all compliant JDBC drivers. Presumbaly
Oracle's too:

INSERT into MY_TABLE (INSERT_TIME,FOO ) 
       VALUES ({ts '2009-02-02 14:28:08.81'}, 'foo value')
