Subject "No suitable driver" running dblook

When I run dblook at the command line via

 >java org.apache.derby.tools.dblook -d 'jdbc.derby.calDB'

I get the following exception trace:

java.sql.SQLException: No suitable driver
        at java.sql.DriverManager.getConnection(DriverManager.java:545)
        at java.sql.DriverManager.getConnection(DriverManager.java:193)
        at org.apache.derby.tools.dblook.go(Unknown Source)
        at org.apache.derby.tools.dblook.<init>(Unknown Source)
        at org.apache.derby.tools.dblook.main(Unknown Source)

I'm getting a similar result trying to use the network client.  I have 
all of the derby jars on my CLASSPATH.  I can connect via ij at the 
command line without problems.  Any ideas?
