Hmm...

We use the java.util.Properties load and store methods to read/write
the service.properties file. If the z/OS JVM is writing the
service.properties out as EBCDIC (I assume) instead of Unicode Escape
format as specified in the javadoc for Properties.store(), then it is
a JVM bug, not a Derby bug. See:
