I would do this

Select Upper(username) USERNM
>From users
Order By USERNM

If you want to maintain case you would have to do:
Select Upper(username) USERNM,
	  username USERNAME
>From users
Order By USERNM

Use the one field to sort and the other field that maintains case

I get syntax error @ "upper"
