Hi Rick, thanks for the follow-up. From some casual web searching, it 
seems like this behavior of URLClassLoader is rather delicate and 
finicky; sometimes it works, sometimes it doesn't?

This might be a good opportunity to address the Tomcat artifactory issues raised by issue
DERBY-6944.
