I have completed work on the hard upgrade strategy with the attached patch 6904_3.diff. All
the test suites now pass with soft upgrades and hard upgrades. I also manually tested the
expected behaviour using ij.

I now have to add test cases for the newly added functionality. The patch resolves the following
related issues : DERBY-6903, DERBY-6904, DERBY-6905 and DERBY-6906
