Bryan Pendleton resolved DERBY-6894.

       Resolution: Fixed
    Fix Version/s: 10.13.0.0

I feel like the latest patch is quite good, and addresses the requirements
nicely, without substantial impact to other parts of the system.

I don't believe we know of any other work needed for this
particular task, so I'm marking it resolved.
