I anticipated that these three tests would be successful
in loading data into the table, but there would be one
fewer row of data loaded, because Rover the 4-year-old Dog
would have been treated as part of the header lines rather
than as part of the data lines.

That is, these three tests are merely demonstrating that
the boundary between "header lines" and "data lines" in
the input file is arbitrary, and if the user choose to
specify a peculiar boundary (e.g., skip == 4), then we
should simply obey the user's argument and process the
data as specified.
