I'm not 100% sure this is the issue, but I see that your SYSCS_IMPORT_TABLE_BULK system procedure is expecting 8 arguments, but in Changes10_13.java you are only passing 7 arguments on the call(s) to SYSCS_IMPORT_TABLE_BULK.
