On the dev list, Danoja raised the possibility of converting SYSCS_UTIL.SYSCS_IMPORT_TABLE
into a varargs procedure. If this were done and if the procedure took a trailing varargs argument
of type SMALLINT, then the procedure could be run 3 ways:

call syscs_util.syscs_import_table
(
  $schemaName,
  $tableName,
  $fileName,
  $columnDelimiter,
  $characterDelimiter,
  $codeset
)

and

call syscs_util.syscs_import_table
(
  $schemaName,
  $tableName,
  $fileName,
  $columnDelimiter,
  $characterDelimiter,
  $codeset,
  $replaceMode
)

and

call syscs_util.syscs_import_table
(
  $schemaName,
  $tableName,
  $fileName,
  $columnDelimiter,
  $characterDelimiter,
  $codeset,
  $replaceMode,
  $headerLineHandling
)

This could be extended to customize other import behaviors.
