The batch file is just a wrapper around a "Java" command that runs the network server. Set
echo on, or otherwise debug the batch file in your environment, and reduce it to a precise
'java org.apache.derby...' command which fails for you, and tell us that command. Then we
can suggest further techniques to alter that command to gather more information.

Also, since you are running Windows, try using the Windows Process Monitor to observe the
failed execution of the NetworkServer startup. Maybe that will give you some clues about where
the log file and/or error messages are going.
