I've just searched the codebase and "SecurityManager" was found zero times.  In fact, I didn't
even know it existed until you just told me about it :-).

I think part of this problem could be due to the state that v10.12.1.1 leaves the databases
in upon disconnection.  If I've just run the above tests using v10.12.1.1 and then switch
back to v10.11.1.1, the connection times are similar to those of v10.12.1.1 initially.  However,
when I connect via v10.11.1.1 on subsequent occasions (after first disconnecting), said times
are back to normal.
