derby was just not designed with concurrent ddl in mind.  The assumed usage pattern was that
db would go through a state of single user activity to set it up and that is when ddl would
occur.  Then application would be ready to take multi-user activity that in general would
not include ddl.  Other db's quietly commit transactions after ddl execution automatically
whether the transaction is autocommit or not.
