not sure what is going on, but one thing different about windows is that open files act differently
than on linux and I assume mac.  You will see errors when trying to delete a file that is
still open on
windows but not on other OS's.  Often this points to hidden bugs where code meant to close
files
but has not.

In our tests this sometimes shows up as failure during cleanup which then leads to subsequent
failures in the next tests which assume the cleanup has happened.

This error is exactly the type of error I have seen in past when files were still open and
cleanup code could not delete:
