The last added sentence is slightly confusing I think, now that I read it again: "Derby issues a COMMIT or a ROLLBACK statement after each import and export procedure is run." It sounds as if we throw the dice... perhaps say "COMMIT if the import/export procure completes successfully, or a ROLLBACK otherwise"... or some such. Also, the first sentence is really predicated on the second: it is sound to COMMIT or ROLLBACK before the export/import since the latter end a transaction. An error in import/export and ensuing ROLLBACK would throw away any changes performed before the export/import took place, and vice versa: any unsound changes before the export/import that shouldn't be committed could be committed automatically.
