Knut Anders Hatlen resolved DERBY-6396.

I backported the fix to the 10.10 branch. I did not backport the test, since it depends on
the java.io.File.setReadable() method, which is not available on all platforms supported by

got called from org.apache.derby.impl.io.BaseStorageFactory.createTempDir().
