The TypeDescriptorImpl that's being read when the exception is raised, is stored in an ExecRowBuilder
instance that lives in the savedObjects array of the GenericStorablePreparedStatement.

ExecRowBuilder is Serializable, but not Formatable. That explains why plain Java serialization
is used. Also, since ExecRowBuilder is a new class in 10.10 (introduced in DERBY-6003), it
explains why we don't see the problem when upgrading from a 10.9 database.

It does not explain why the value is deserialized during upgrade. It should not be necessary
to read that column during upgrade. In fact, it is read when the upgrade logic is requesting
that the entire row is deleted from the SYSSTATEMENTS table.
