Myrna van Lunteren resolved DERBY-6251.

       Resolution: Fixed
    Fix Version/s: 10.9.2.2
                   10.8.3.1
                   10.7.1.4
                   10.6.2.3
                   10.5.3.2
                   10.4.2.1
                   10.3.3.1

The bootLock test is now getting skipped with weme/10.3 and 10.4. 
There's no need to backport that any further, so I'm resolving this issue.
