Can you describe the impact on derby.jar.  In general I would like to see tools go in some
other optional jar, and as much as possible separate
from the mainline server code.   I understand for this particular work there is server based
work to provide the framework to plug.  

Is there an extra cost (size or execution lines) added for a server that is not interested
in optimizer trace?
